Some homeowner projects require trade-specific permits and inspections. Some may fit an owner exemption in certain situations; others may need a properly licensed contractor. The answer depends on the project, property, and local agency.

1Do not assume eligibilityOwner-builder is an exemption with conditions. Ownership, occupancy/use, property type, work scope, direct supervision, and local agency rules all matter.
2When the answer may be noIf the property or project is outside the exemption, if local rules do not offer owner-builder filing for that scope, or if regulated work is being done by an unlicensed person, a licensed contractor may need to pull the permit.
3What a safe answer looks likeBased on public requirements, we can say whether owner-builder filing appears available, not available, or unclear. If it is not available, we will not sell an owner-builder packet for that project.
